Jeff,
The only way we can possibly find out who your birth father is for you to apply for a long form birth certificate. Sometimes, the long form has all this information on it.
Try writing to the Vital Section Department in NYS for a new birth certificate. Or, maybe someone can call for you since you have a handicap.
Or, maybe there is someone in the family who would know about your birth father. Was your mother married before she married your stepfather? Do you ever remember another man in your life when you were young?
