It looks to me like someone/group is sitting on shares at the .14 cent area and distributing into any buying in that area. How big their pile is (how much they have/want to sell) is anyone's guess but there has been a consistent seller around this .14 cent area now for a couple weeks. It is an ascending wedge though so my guess is it breaks topside once they are finished selling.
